The legislature of the UFP is represented by the Federation Council. The council convenes in San Francisco. It can be seen in session in “Star Trek IV: The Voyage Home”. Being offered Council membership is a great honour, and the only person to ever refuse a seat was T’Pau of Vulcan (the lady who officiated at Mr Spock’s wedding).
